Background Information

Congestion Mitigation Air Quality

The CMAQ program provides funding for projects that will improve air quality and reduce traffic congestion in areas not currently meeting federally mandated air quality standards.  Eligible project applicants include communities, private entities or public private partnerships. CMAQ projects will be evaluated by the Strafford Metropolitan Planning Organization and the State CMAQ Advisory Committee, and must demonstrate air quality benefits in the form of reduced emissions.  A 20% non-federal match is required of the applicants.

Types of projects eligible for funding under this category include: transit projects; rideshare and other transportation demand management (TDM) programs; Intelligent Transportation System (ITS) projects that reduce traffic delays; bike and pedestrian facilities; and other initiatives that reduce emissions of air pollutants. There will be a strong preference for projects with high air quality benefits and cost/benefit ratios in this funding round.

Transportation Enhancements

The Transportation Enhancement program provides funding for projects that will enhance the overall transportation system.  All communities in the state are eligible for these funds.  Eligible project applicants include communities, private entities or public private partnerships. A 20% non-federal match is required of the applicants. Transportation Enhancement project applications will be evaluated first at a regional level by Regional Planning Commissions, and at the state level by the State Transportation Enhancement Advisory Committee.

Types of projects eligible for funding under this category include: bicycle and pedestrian facilities; safety and educational activities for bicyclists and pedestrians; scenic or historic highway programs; landscaping and other scenic beautification; historic preservation efforts related to transportation facilities; and more...
